Building Capacity at Local Level

Working with the local government, communities and local stakeholders of DRR/DRM is one of the key strengths of CARE. Following projects have worked closely with local government units, communities, civil society organizations and the community together for strengthening DRR at the local level. Similarly, CARE through these projects has strengthened the responsive capacity of the local authorities as well as of communities to demand for the services.

CARE has successfully implemented 8 DIPECHO projects, funded by D.G. ECHO, since 2006 in eight districts. Under the 7th and 8th cycles of this project

CARE implemented community-based Disaster Risk Reduction and resilience projects (VISTAR I & II) linking with School based DRR. The VISTAR project sought to replicate, scale up and mainstream DRR in development programs, develop community-based early warning systems and establish linkages with different institutions and platforms, including the Nepal Risk Reduction Consortium (NRRC), national and local authorities, communities and the media to promote evidence-based advocacy.

Sabal, Hariyo Ban I & II and Suaahara, long-term large-scale development programs funded by USAID have incorporated the tested and proven models of DRR into their resilience component. Sabal aims to build resilience among targeted vulnerable populations in Nepal through strengthening livelihoods, health and nutrition of pregnant women, lactating mothers and children under 5, and strengthening the ability of HHs and communities to mitigate, adapt and recover from shocks and stresses.

In order to empower the country's poorest communities to adapt to climate change, CARE through Hariyo Ban has been building the capacity of those who are most at risk, so that climate change does not escalate into a humanitarian disaster.

The inclusive CBDP model developed during DIPECHO-VII in order to achieve sustainability of community resilience to natural disasters is used in newer DRR initiatives. The aim of the inclusive CBDP model is to increase the resilience of communities in a sustainable way, while facilitating a process of replication across the country. The model has intended to support the idea, of which local authorities will take ownership and leadership of the model’s implementation. As a fundamental requirement, the model has aimed to build the capacity of the key stakeholders and their effective collaborations.

Moreover, Prayaas worked for strengthening the resilience of communities in the most disaster-prone areas. This is achieved by promoting and replicating the inclusive CBDP model, SBDRR model and Build Back Safer (BBS) principles. It also proposed building institutional linkages between communities and Disaster Risk Reduction (DRR) actors and uses the capacity building approach for enhancing institutional linkages for risk reduction. The second phase of ECHO funded Prayaas has been recently secured that primarily focuses on strengthening household and community DRR.

Community Support Program (CSP) (2003-2014) had DRR component focused on building community resilience. CARE and its implementing partners supported communities in 119 VDCs (VDCs are now merged to form municipalities and rural municipalities) through the process of developing local risk management plans, aligned with the government’s plan.
